The International Earth Rotation and Reference Systems Service (IERS)

The International Earth Rotation and Reference Systems Service (IERS) is the organization that monitors the earth's rotation and they tell everyone when to tack on the precious "leap-seconds" to the calendar year to offset the fact that the moon's gravity causes the earth's rotation to not be exactly 24 hours. Anyway, these guys seem like they're pretty important...so why does their website look so crappy?
